Fix #85

There could be case where someone only needs the ability to upload videos without having to transocode them.

It would also be useful while #65 is solved

Conditionally show some things only if modeladmin is installed, addded links for editing/adding tracks

Change to use packaging.version to compare version numbers (because string comparison means 2.10 > 2.7 is not True)

This allows keeping the videos on S3, for example, although this does
require downloading the video from S3 that you just uploaded.

Fix for #17.
Fixes flake8 and isort issues.

This class was removed in Wagtail 1.8, replaced by a few utility
functions.
